Rolando R. Rubiano, P.E.

Senior Partner

Rolando has over 30 years of experience in engineering design, construction administration, structural and forensic evaluation, and consulting. A 1993 graduate of the University of Texas at Austin with a BS in Civil Engineering, he has served as principal and owner of Green, Rubiano & Associates (GRA) since 2000. As Senior Partner of the firm, Rolando provides design, facility evaluation and project management expertise for GRA Projects. Committed to both his profession and his community, Rolando has served on many state and local boards. He was appointed by Governor Greg Abbott to serve on the Texas Board of Professional Engineers and Land Surveyors from 2018 to 2023 and served on the State of Texas Industrialized Building Code Council from 2008 to 2019. Rolando has recently been appointed as a first-tier coastal county representative on the Texas Windstorm Insurance Association (TWIA) Board of Directors.  In addition, he served on the Governor’s Commission for Disaster Recovery and Renewal – Hurricane Preparedness in 2008. Fully versed with coastal design criteria and building requirements, he assisted in the development of guidelines and procedures in the Texas Department of Insurance (TDI) Qualified Inspector Program while appointed to the TDI Forensic Working Group. Rolando is a registered TDI Windstorm Inspector.

Heriberto Cavazos, P.E.

Managing Partner

Heriberto Cavazos, GRA’s Managing Partner, has over 20 years’ experience in civil and structural engineering. Heriberto is a 2003 graduate of the University of Texas at Austin with a BS in Architectural Engineering and a 2005 graduate of the University of Washington with a MS in Structural Engineering. After receiving his graduate degree, Heriberto worked with Wiss, Janney, Elstner Associates, Inc. in Austin, Texas. In 2008, Heriberto returned to the Rio Grande Valley and joined the team at GRA, becoming a principal in the firm in 2018. In addition to design for new construction, Heriberto has extensive experience in forensic evaluation and repair design. He has investigated construction and design defects, materials problems, and structural deterioration with experience in the evaluation and repair design of concrete, steel masonry and wood framed structures. Heriberto is familiar with exterior envelope evaluation and repair design for a variety of exterior wall cladding and roofing systems. Additionally, he is knowledgeable in a variety of professional services including historic preservation, design peer review, non-destructive testing, and water penetration testing. Heriberto is a registered TDI Windstorm Inspector well versed with coastal wind design criteria and building requirements. Heriberto currently serves on the UTRGV Civil Engineering Department Advisory Board and is a Lecturer in Civil Engineering at UTRGV. He serves as the Outreach & Leadership Officer for the Texas Society of Professional Engineers Rio Grande Valley Chapter and was recently appointed as a member of the Education Committee for the Texas Society of Professional Engineers
